Primary Objective of Position

The Director of Administration provides senior -level leadership, management and guidance to the organizations administrative departments of HR, Community Outreach & Mobility, Marketing & Communications.  The Director of Administration is responsible for the overall success and strategic planning and success of these departments in partnership with the department managers. The Director of Administration acts as the liaison to the CEO and Executive Committee for the Administrative departments.

The Director of Administration is the designated Title VI Manager.

Essential Functions of the Position

  1. Management and Supervision of Staff
    1. Manage employee performance; provide coaching and mentoring, address performance concerns and issue discipline as appropriate.
    2. Oversee all Administration departments and their initiatives for marketing and communication, community outreach and mobility training, human resources,
    3. Maintain a visible presence in support of all Administration department functions
    4. Communicate and collaborate with management staff to review and address employee comments, concerns and/or complaints regarding agency processes, procedures and/or resources.
 
  1. Oversees Metro Bus’s employee and labor relations program.
    1. Administers and manages administration of labor contracts and personnel policies.
    2. Oversees the grievance and disciplinary process in partnership with the HR Manager
    3. Partners with the HR Manager in the union negotiation process
 
  1. Provide overall leadership and guidance to Administrative departments; human resources, marketing and communication and community outreach functions by overseeing talent acquisition and retention, benefits, compensation, and wellness.
    1. Collaborates with executive leadership to understand the organization’s goals and strategy related to staffing, recruiting and retention.
      1. In collaboration with department heads, identifies staffing and recruiting needs.
      2. Prepares and disseminates information regarding employee salaries and benefits and Pay Equity as required by law.
 
  1. Oversee administration and maintenance of agency records according to policy and record retention requirements; oversees submission of reports to the Minnesota Department of Labor, MnDOT, FTA and/or other entities as required.
 
  1. Develop, recommend and provide information relative to the Administration department budgets.
 
  1. Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in conducting job functions.
 
  1. Performs other duties and activities as assigned.
 

Minimum Qualifications

The job requires a four (4) year degree in organizational development, business administration, public administration, or related field of study and six (6) years of administration and management experience or an equivalent combination of education and experience. 

Knowledge, skills, and abilities required include:
  • Ability to establish and maintain effective internal and external relationships and able to deal tactfully and courteously with coworkers, customers, and clients.
  • Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex and specialized human resource issues.
  • Ability to maintain confidentiality of critical records and information.
  • General knowledge in employment law and human resource best practices including state and federal regulations, staffing, employee relations, performance management and training.
  • Employ good judgment and make sound decisions in accordance with established procedures and policies. Ability to interpret and explain policies and procedures.
  • Ability to multi-task and manage multiple projects simultaneously with meticulous attention to detail and interpret and work efficiently from written and oral instructions.
  • Must be able to read and speak English well enough to interpret and explain policies and procedures and effectively communicate with team members. Bilingual a plus
  • You must possess a valid driver’s license or evidence of equivalent transport.
  • Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships with all levels of employees, committees, and groups and to diffuse situations/conversations that have escalated beyond normal limits.

Physical Demands and Working Environment

  1. This position is predominately in an office environment requiring extended periods of sitting
  2. Utilizes personal computer, phone and other office equipment on a regular basis
  3. Will require some travel outside of the office.
